In 2008, the North Carolina Office of the State Controller (OSC) began implementation of a statewide internal control program, called “EAGLE” (Enhancing Accountability in Government through Leadership and Education). Its purpose is to help community colleges maintain compliance with relevant state and federal laws and regulations, establish adequate internal control standards and increase fiscal accountability.
